what is recommended low voltage supply monitor chip for generating reliable power fail signal connected to pin 25 on the SC145.

Hello,

the PFAIL Input is used to start some software routine to shutdown the system, for example store some data that needs to be persistent. Thus the PFAIL Input is used to supervise the supply voltage of the device, not the 3.3 VDC the chip is supplied with. I would recomment to use a component with Schmitt-triggered input in order to have a specific threshhold voltage. The 3.3 VDC is supervised on the SC145 itself.
